When you say Sydney, I take it as Sydney, AU. I am surprised they do not have the shredded fillo dough available, as there are a number of Turks living all over Australia. Unfortunately, I do not know how to make the shredded fillo dough at home, but I know that you can take the regular sheets of fillo dough and cut them in very thin pieces. That may be very time consuming and the dough may dry out quickly. Plus, I am not sure how you'd cut them evenly. I would try to find online Middle Eastern stores which very likely would carry this shredded dough and order it online.
